PRESCRIPTION FRAUD CASE SUSPECTS ARRESTED
Unified Drug Enforcement Strike Team and the MCSO Fugitive Apprehension Unit worked together to bring closure to a Prescription Fraud case in Marion County.
On July 27, 2012, information was received by Unified Drug Enforcement Strike Team Agent M. Moore in reference to a subject named Dorothy Dianne Smith, DOB 9/18/66, filling fraudulent prescriptions in Marion County. It was alleged that she was working for Dr. Carlos Duran as an office manager and had stolen a prescription pad, which she was using to write prescriptions for Lortab and Xanax. The information also indicated she was filling some prescriptions herself and some she was writing for others. Around November 26, 2012, further information was able to be obtained on Smith’s fraudulent prescription activities that was able to expedite the investigation.
The investigation revealed Smith and several individuals connected and/or related to Smith had filled prescriptions from Dr. Duran. Smith obtained several blank prescription forms containing Dr. Duran’s DEA number for controlled substances and conspired with the following individuals to fraudulently obtain Hydrocodone/Acetaminophen, Alprazolam and Methadone through the use of these forms:
Kevin Strong, DOB 10/8/9; Marvin Neira, Jr., DOB 2/10/89; David Darling, DOB 3/26/59; Cynthia Clifford, DOB 10/13/59; Yosimar Garcia-Roman, DOB 12/6/79; Angel Smothers, DOB 10/22/89.

Over a 4 month period the group fraudulently obtained:
• 1,170 Hydrocodone/Acetaminophen
• 1,080 Alprazolam 1mg pills
• 120 Methadone 10mg pills
• Total of 2,370 pills of controlled substances

Warrants were obtained by the UDEST Agent for all 7 subjects for charges listed below. On April 9, 2013, the Marion County Sheriff’s Office Fugitive Apprehension Unit was able to locate 6 of the seven suspects, take them into custody and deliver them to the Marion County Jail. An outstanding warrant still exists for Kevin Strong, as he has not yet been located.

1 Count of Possession of Alprazolam
2 Counts of Obtaining Controlled Substance by Fraud

David Darling, DOB 3/26/57 – 4 Counts of Possession of Alprazolam
4 Counts of Obtaining Controlled Substance by Fraud

Yosimar Garcia-Roman, DOB 12/6/79 – 1 Count of Possession of Methodone
1 Count of Obtaining Controlled Substance by Fraud

Cynthia Clifford, DOB 10/13/59 - 1 Count Trafficking in Hydrocodone
1 Count of Possession of Alprazolam
2 Counts of Obtaining Controlled Substance by Fraud

Angel Smothers, DOB 10/22/89 – 5 Counts of Obtaining Controlled Substance by Fraud
1 Count Trafficking in Hydrocodone
