Suspect with warrant for Attempted Murder is located and arrested through collaborative effort of the Ocala Police Department and the Marion County Sheriff's Office.
On February 23, 2013, officers responded to the area of 2022 NW 14th St. in reference to a report of a shooting. Upon arrival at the scene, the resident of this address, Dana Kinsler, advised that she had been inside her residence when she heard a gunshot outside. Her front door then opened and a black male known to her as “Li’l Vic” ran through her residence. She then heard another gunshot and observed “Li’l Vic” break out her rear window to exit her home and continue running.
“Li’l Vic” was later identified as B/M Victor Youmans, DOB 08/03/78, and he was located when he responded to a local hospital for treatment of a laceration he suffered as a result of breaking the window at Kinsler’s residence. He did not suffer any gunshot wounds.
The canvas of the scene resulted in the location of two spent .40 caliber shell casings and two bullet holes to the residence.
On 3/5/13, Detective Mathew Steckman was able to make contact with the victim, Victor Youmans, at the Marion County Jail, where he had been booked on unrelated charges. Youmans’ story of the events of February 23rd matched that of Dana Kinsler. Youmans advised that B/M Howard L. Hill, DOB 07/01/68, had pulled up to the residence at 2022 NW 14th St. and engaged Youmans in a verbal altercation. The altercation was about money Hill believes Youmans stole from Hill’s brother four years prior, according to Youmans. He then advised that Hill pulled a gun out of the waistband of his pants, pointed it and fired it at Youmans, who then ran through Kinsler’s residence. A second shot was fired by Hill as Youmans entered the residence. Youmans identified Hill from a photographic lineup.
Detective Steckman obtained a warrant for the arrest of Hill on this same date, 03/05/13, for one count of Attempted 2nd Degree Murder with a Firearm. Then, due to the collaborative efforts of the Ocala Police Department’s Special Deployment Unit (SDU) and the Marion County Sheriff’s Office’s Fugitive Apprehension and Tactical Investigations Units, Hill was located at a service station in the 11900 block of South US Hwy 301 in Summerfield, FL and taken into custody without incident. The arrest occurred at 7:05pm on 3/5/13.
