before the term was
over. Since it
would take some time
to select another
Town Marshal and
have an election,
the City Council
appointed J.H.
Whitfield "Chief of
Policeā until the
election could be
held. It was
no more than a few
days later that
Council held their
election and
confirmed Whitfield
as Town Marshal.

Sometime between May
7 and May 17, 1918,
during the term of
R.L. Carter, the
title of Town
Marshal was dropped
and the title was
officially changed
to that of Chief of
